ABPSC — Add a hibernation process to P&P

Currently a subgroup either exists, or is disbanded.

There may be utility in placing a subgroup into a 'hibernation' mode, where it is still technically operational, but recognized as inactive.

The Chair of an inactive (hibernating) subgroup reverts to the Chair of the relevant TC. (By default the TC chairs are occupied by the Technical Director.)
