Summary:
The P&P does not formally require an LOI for RFCs, although we proceed as though it does. Instead the P&P gives a list of things that should accompany an RFC submission, and our RFC LOI Template satisfies those requirements.
The list is vaguer than the LOI, particularly for the requirement to grant OMG a perpetual, nonexclusive, royalty-free, paid up, worldwide license to copy and distribute.
