ABPSC — Provide process for model-originated Specifications

Need detailed procedure for how to satisfy the following two process requirements, for specifications or specification content that originates from a model rather than as written text.

1. What xTF members view when they vote on a proposed change
2. What the xTF Report Convenience Document (change bars) presents in order to show each change since the prior version, each annotated with the Jira for the change.
