Summary:
The key sentence about not allowing an electronic poll concerning a referral to the parent TC of the subgroup is a little buried down this long section 3.7.3, and as we saw recently, it can be overlooked.
Before discussing how a vote happens, and who can vote, it would seem logical to start by stating what can be voted on that way.
The suggestion is to move the sentence “A Subgroup poll on a recommendation to the parent TC shall occur only at Subgroup meeting that is co-located with meetings of that TC” closer to the beginning – either before or after the first paragraph, which also concerns types of polls that a subgroup may conduct.
In addition, that sentence is missing the article "a" in "... only at a Subgroup meeting ...".
