Summary:
It is a (very) long standing practice to have new RFPs presented and discussed in the issuing Taskforce at least one meeting before the meeting in which the RFP is reviewed by the Architecture Board and eventually issued by the Technical Committee parent to the originating Taskforce. This common practice proved very valuable, but is nowhere mandated in the current version of the P&P.
I suggest to insert at the appropriate place in section 4.2 of the P&P the sentence:
"RFPs must be presented to, and discussed in, the originating Taskforce at least one meeting prior to the meeting, in which the RFP is intended to be issued by the Technical Committee parent to the originating Taskforce."
