ABPSC — Deadline for submission of request for Vote to Vote should be added to the P&P

Have inspected the P&P for the deadline for submitting a request for a Vote to Vote. It is commonly understood that it needs to be 4 weeks in advance (so says Juergen's emails prior to each meeting) but where is this requirement codified? Right now, the only place where the rules governing a Vote-to-Vote are described is in the Hitchhiker's Guide (V7.8) but that is not a normative document – just a guide. It really needs to be in the P&P.
