Summary:
Section 4.4 of the RFP, which describes the required Letter of Intent (LOI), treats the use of the OMG's LOI template as a suggestion.. not a requirement. This is not a good idea. Should be a requirement to ensure that the legally binding words contained in the LOI template are provided in a consistent way. In like fashion, it should be clear (stated somewhere – P&P?) that the same applies to RFC submissions – that use of the OMG's LOI template is not a suggestion but a requirement.
