Summary:
Section 3.5.4 states that "There are no proxies for electronic polls, but neither is there is a time limit - instead, the ABC must continue gathering votes until no further voting could affect outcome."
Since AB members may change their votes at any time prior to closure, this sets up a never-closing vote.
By traditional fiat, a two week window has been used by the AB Chair. Codify this, or clarify the above language.
